Bixal and Vaultes Secure Prime Position on VA's SPRUCE Contract Vehicle via AVB Digital II Joint Venture

Bixal and our joint venture partner, Vaultes, are pleased to announce that we have secured a prime position on the competitive US Department of Veterans Affairs’ (VA) Secure, Performant, Reliable, and User-Centered Experiences (SPRUCE) Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle via our AVB Digital II joint venture, the first contract so awarded. SPRUCE scales the success accomplished in the current Customer Experience, DevOps, and Agile Releases (CEDAR) IDIQ vehicle.

This contract underscores Bixal’s commitment to helping the federal government provide high-quality digital services that are appropriate to the lived experiences and needs of our nation’s veterans. AVB II Digital was formed specifically to meet VA’s needs for secure and scalable digital platforms, combining Bixal’s human-centered design expertise with Vaultes’ technical capabilities to streamline those services and improve accessibility.

“We are deeply honored to collaborate with Vaultes on VA's SPRUCE contract vehicle, a partnership that allows us to support VA's vital mission of caring for those who have served our country," said Carla Briceno, CEO and cofounder of Bixal.

"At Bixal, our mission is to positively impact lives through human-centered and innovative solutions, and this opportunity enables us to bring our unique strengths in secure, user-centered, and sustainable technologies to this important work. Together with our partners, we are committed to delivering transformational change through rapidly deployed digital solutions, agile methodologies, and data-driven strategies, ensuring that veterans receive the care they deserve."

AVB Digital II offers federal agencies a comprehensive suite of services to provide high-quality digital products that provide meaningful solutions with simplicity, prioritizing safety, speed, and equity. We have furthermore teamed with Blue Guardian IT, a trusted digital services advisor to the VA Office of the Chief Technology Officer (OCTO) and Office of Connect Care (OCC), to ensure successful outcomes.

“As so many here at Vaultes are veterans, this opportunity is close to our hearts,” said Cristina Mack-Nazario, director of federal delivery at Vaultes, “and we look forward to helping VA deliver more secure, more accessible, more usable digital services to veterans and their families. As the wife, daughter, granddaughter, sister, and niece of veterans, I am personally honored to be part of the team bringing better outcomes to veterans everywhere.”

Bixal has been a leading organization in the government contracting ecosystem since 2008. AVB Digital II represents a significant continuation of our long-standing mission to assist federal agencies in developing and building equitable digital solutions for underserved communities, including veterans. The JV offers metrics-driven, user-centric design; specialized government digital solutions; a compliance and security focus; efficient and scalable IT modernization; data-driven decision-making; and a future-ready approach, to provide VA with solutions that are both innovative and lasting.

We’re thrilled to be working alongside VA in support of their efforts to deliver world-class digital services to veterans. You can learn more about Bixal’s government contracts and digital solutions on our Contract Vehicles and Our Work pages.
