Bixal Awarded USAID Uganda MEL-SI IDIQ
Bixal is thrilled to have been awarded the Monitoring, Evaluation, Learning & Strategic Information (MEL-SI) Indefinite Delivery, Indefinite Quantity (IDIQ) contract with the U.S. Agency for International Development’s (USAID’s) Uganda Mission. This 7-year, $60 million contract showcases Bixal's expertise in data analytics and monitoring, evaluation, and learning.
Bixal's selection for the USAID/Uganda MEL-SI IDIQ highlights our commitment to delivering top-notch technical and advisory services. With a focus on human-centered design and a dedicated team of local partners, Bixal ensures that the human experience drives solutions and data-driven programming.
The MEL-SI IDIQ aims to support the USAID/Uganda Mission by achieving several key objectives:
- To provide technical assistance to the Mission and its partners in advancing the goals of the Country Development Cooperation Strategy (CDCS) by enhancing evidence-based programming.
- To establish and manage a comprehensive performance monitoring and reporting system for the USAID/Uganda Health, HIV/AIDS, and orphans and vulnerable children (OVC) initiatives.
- To offer technical support for strengthening the Government of Uganda (GOU) management information systems related to OVC, including the Orphans and Vulnerable Children Management Information System (OVCMIS) and Child Wellbeing Management Information System (CWBMIS).
- To conduct systematic evaluations of the efficiency and sustainability of USAID/Uganda's efforts in advancing national or agency policy priorities, such as gender equity, social inclusion, localization, climate resilience, and private sector engagement.
Under this IDIQ, Bixal looks forward to an opportunity to support USAID/Uganda in bolstering performance management by establishing a solid technical evidence base to guide the Mission's programming.

With Bixal’s extensive experience in monitoring, evaluation, learning, knowledge management, and data analytics, the extended team is well prepared to reinforce and enhance Uganda's existing local capacity to capture data, complete comprehensive analytics and use the data for decision-making.
This IDIQ presents an opportunity to work with USAID/Uganda and its implementing partners to create a tangible impact on development programs. Through their systematic and adaptive approach, Bixal aims to make substantial contributions to evidence-based programming and support Uganda's overall development objectives.
